Change.....
You can not, and will not, change culture from the inside-out [through collaboration, HR domination of conversations, diversity and inclusion, etc]... You can only ever change culture from the outside-in....
Changes in markets, ideological or theological memes, etc are what create the new "mind culture" that takes hold of an organisation. If it continues to run inside voice of change it will fail and ultimately it will either fragment or implode....
In "systems theory terms" one might say that a culture is the perfect illustration of "completion from without"...
